INEC relocates four CVR centres in Borno state over security concerns

The Independent National Electoral Commission (INEC) has relocated four Continuous Voter Registration (CVR) centres from four local government areas (LGAs) in Borno State to the Maiduguri metropolis due to security and safety concerns.

The Resident Electoral Commissioner in the state, Abubakar Ahmad, disclosed this on Thursday during a press briefing in Maiduguri to officially announce the commencement of the 2025–2026 CVR exercise. He listed the affected LGAs as Abadam, Guzamala, Kala-Balge, and Marte.

According to Ahmad, the CVR centre for Abadam has been moved to Baga Road, Guzamala to the Fire Service Department at the 1,000 Housing Estate, Kala-Balge to Goni Kachalari Primary School, and Marte to Kachamai—all within the Maiduguri metropolis.

He explained, “For security and safety reasons, four INEC LGA offices will conduct physical (in-person) registration at designated locations in Maiduguri. The affected LGAs are Abadam, Guzamala, Kala-Balge, and Marte.”

He also revealed that the entire CVR exercise would be conducted in three phases, beginning on August 18, 2025, and concluding on August 30, 2026.

“Phase One will commence on August 18, 2025, with online pre-registration. Physical (in-person) registration will begin concurrently on August 25, 2025. Both modes—online pre-registration and physical registration—will continue simultaneously thereafter,” he stated.

He provided the official websites for online registration: www.cvr.inec.gov.ng and www.cvr.inecnigeria.org.

Ahmad explained that the online pre-registration portal allows eligible citizens to begin their registration remotely and schedule an appointment to complete it in person at any INEC state or LGA office.

Regarding in-person registration, Ahmad said it will commence on August 25, 2025, and will take place at INEC state and LGA offices across the state. “In-person registration will be held at all INEC state and local government offices nationwide, from 9:00 am to 3:00 pm on weekdays, excluding public holidays,” he added.

Ahmad assured that INEC has made adequate provisions for persons with disabilities and encouraged them to fully participate in the exercise.

He further noted that services available during the 12-month exercise will include registration of eligible Nigerians aged 18 and above who have not previously registered, replacement of lost, defaced, or damaged Permanent Voter Cards (PVCs), transfer of registration details for voters who have relocated, collection of uncollected PVCs from previous exercises, and updating of voter information for individuals whose PVCs failed verification by the Bimodal Voter Accreditation System (BVAS) during the last elections.
