ICPC arrests NSCDC deputy commandant over alleged ₦3bn fraud

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has arrested Adam Yusuf, a Deputy Commandant of the Nigerian Security and Civil Defence Corps (NSCDC) in Kogi State, over alleged involvement in a massive corruption scheme.

ICPC spokesperson Demola Bakare confirmed the arrest in a statement issued on Friday, revealing that Yusuf, who had been evading authorities, was apprehended at his residence in Gwagwalada, Abuja. He is now facing prosecution.

The commission also uncovered a complex corruption scheme reportedly orchestrated by retired Vice Admiral Usman Jibrin, former Chief of Naval Staff, and ex-Brigadier General Ishaya Bauka Gangum. According to ICPC, the scheme involved the illegal diversion of over N3 billion in public funds through 92 fictitious companies—none of which were registered with the Corporate Affairs Commission (CAC).

Further investigation revealed that the illicit funds were funneled to companies such as Lahab Integrated and Gate Coast Properties. These proceeds were allegedly used to acquire more than 18 properties, including several filling stations.

So far, four of these properties have been seized by the government, with legal proceedings underway regarding the remaining assets. The ICPC has vowed to intensify efforts to apprehend other individuals implicated in the scheme who are still at large.
