Governor Umo Eno of Akwa Ibom State has signed into law a ₦695 billion supplementary budget passed by the State House of Assembly for the 2025 fiscal year.
The supplementary appropriation bill was approved on Tuesday following the Finance and Appropriation Committee’s report, which outlined funding sources including statutory allocations, internally generated revenue, derivation funds, 13% derivation arrears, signature bonuses, exchange gains, and VAT.
The ₦695 billion supplementary budget breaks down into ₦125.66 billion for recurrent expenditure and ₦569.33 billion for capital expenditure, revising the total 2025 budget to ₦1.65 trillion—up from the original ₦955 billion approved in December 2024. The new total includes ₦425.66 billion for recurrent services and ₦1.22 trillion for capital projects.
The signing took place during the October Project Delivery Meeting at Government House, Uyo. Governor Eno thanked the Speaker and Assembly members for the swift passage of the bill and reaffirmed his administration’s commitment to transparency, accountability, and people-centered governance.
“Let me assure the people of Akwa Ibom State that all hands are on deck to execute our duties with probity and dedication for the benefit of all. With the signing of this supplementary budget, we are even more determined to fully implement our government programs and projects,” he said.
To fast-track project execution, the governor also released ₦60 billion to contractors with approved Interim Payment Certificates and urged heads of Ministries, Departments, and Agencies, along with Delivery Advisors, to strictly adhere to project timelines and quality standards.
The meeting featured 12 presentations covering key projects across sectors, including the Tree Crop Revolution, State Electricity Market, Tourism Destination Marketing, Arise Senior Citizens Centre, Arise Resort, Ibom Tourism Summit, renovation of Ibom Hotels and Golf Resort, Oron Maritime and Jetty Project, CNG City Bus Project, AKBC House, Ikot Ekpene International Market, House of Assembly Complex renovation, Court of Appeal Complex, 10-Airport Projects, Itam Industrial Park, Equipment Leasing Company, Ibom Model Farm, RAMP Project, Ibom International Hospital, General Hospitals in Ukanafun and Ibiono Ibom LGAs, Mother and Child Hospital, and the Aviation Village.
Speaker Rt. Hon. Udeme Otong praised Governor Eno’s inclusive leadership and innovative governance, saying, “We have never witnessed this kind of delivery review in our state. It provides a clear understanding of progress across sectors and represents strong legislative oversight.”
He also thanked the governor for the ongoing renovation of the Assembly Complex and pledged continued collaboration between the legislative and executive branches.
