Albania appoints AI-generated minister to tackle corruption

On Thursday, Albanian Prime Minister Edi Rama announced the appointment of the world’s first AI-generated government minister, tasked with overseeing public tenders and promising a “corruption-free” process through artificial intelligence.

At a Socialist Party meeting following his decisive victory in May’s elections, Rama introduced the virtual cabinet member named “Diella” — meaning “sun” in Albanian.

“Diella is the first government member who is not physically present but created entirely through artificial intelligence,” Rama explained.

Entrusted with all decisions related to public tenders, Diella aims to ensure they are “100 percent corruption-free,” guaranteeing that every public fund processed through tender procedures is “perfectly transparent.”

Launched in January as an AI-powered virtual assistant, Diella—depicted as a woman dressed in traditional Albanian attire—originally helped citizens navigate the official e-Albania platform, which provides access to government documents and services.

According to official figures, Diella has so far facilitated the issuance of 36,600 digital documents and delivered nearly 1,000 services through the platform.

Following his recent re-election to a fourth term, Rama is set to present his new cabinet to lawmakers in the coming days.

The fight against corruption, especially within public administration, remains a critical criterion for Albania’s ongoing bid to join the European Union.

Rama has set an ambitious goal to lead the Balkan nation of 2.8 million people into the EU by 2030.
