SERAP sues governors, Wike over ‘failure to account for ₦14trn fuel subsidy savings’

The Socio-Economic Rights and Accountability Project (SERAP) has filed a lawsuit against the 36 state governors and the Minister of the Federal Capital Territory (FCT), Nyesom Wike, over their alleged failure to account for the spending of ₦14 trillion in fuel subsidy savings.

SERAP disclosed in a statement on Sunday that the suit followed reports indicating that the governors and the FCT minister have received trillions of naira in fuel subsidy savings through Federation Account Allocation Committee (FAAC) allocations since mid-2023.

The organisation argued that the increased allocations have not translated into improved access to quality healthcare and education for poor and vulnerable Nigerians.

The suit, marked FHC/L/MSC/1424/2025, was filed last Friday at the Federal High Court in Lagos. SERAP is asking the court to compel the governors and Mr Wike to disclose detailed accounts of how the increased FAAC allocations, derived from the removal of fuel subsidy in May 2023, have been spent.

It also wants the court to order the disclosure of the nature, location and completion status of any projects executed with the subsidy savings.

“Nigerians have a right to know how public funds, including fuel subsidy savings, are spent by the governors and the FCT minister,” SERAP said.

According to the group, the constitutional principles of democracy and accountability underpin citizens’ right to transparency in the management of public resources, stressing that openness is essential to Nigeria’s democratic order.

“There is a legitimate public interest for the governors and the FCT minister to urgently explain how the money collected from fuel subsidy savings has been utilised,” the statement added.

No date has yet been fixed for the hearing of the suit.
