Governor Uba Sani of Kaduna State has officially signed the 2025 budget of ₦790 billion into law, just ten days after presenting the draft proposal to the State House of Assembly.
The budget, which prioritizes rural development, allocates ₦551.58 billion for capital expenditure and ₦238.86 billion for recurrent expenditure.
Speaking after signing the budget, Governor Sani praised the Kaduna State House of Assembly for its swift approval of the appropriation bill. He expressed gratitude for the legislature’s thorough scrutiny of the budget, noting that all Ministries, Departments, and Agencies (MDAs) were invited to defend their proposals in what he described as one of the most rigorous budget defenses in the state’s history.
“I can say without hesitation that Kaduna has the best House of Assembly in the country,” the governor remarked. “Despite having members from both the APC and PDP, politics have been set aside in favor of governance, and that is highly commendable.”
Governor Sani continued, “Just ten days ago, I presented the 2025 budget proposal in the Assembly. The MDAs defended their budgets, and the debate was one of the most thorough I’ve ever followed. The Assembly’s quick passage of the budget is something I am truly proud of.”
He also commended the Assembly for its continued efforts, highlighting the numerous bills and motions sponsored by lawmakers. “As a former senator who sponsored more than 32 bills in the last Senate, I am in the best position to appreciate the quality of work done by our lawmakers,” he added.
Speaker of the Assembly, Yusuf Liman, reacts
Earlier, Speaker Yusuf Liman described the signing of the 2025 budget as a significant milestone for the Assembly. He emphasized that the budget proposal had undergone extensive scrutiny before being passed.
“The collaborative efforts between the Governor and the Assembly have resulted in a budget that will bring tangible benefits to the people of Kaduna State,” Liman said. He also commended the Uba Sani administration for its commitment to development, noting the Governor’s focus on completing abandoned projects and initiating new, impactful ones.
“The determination of the Uba Sani-led administration to create an enabling environment for development is evident. His focus on rural development has been exceptional,” the Speaker added.
2025 budget breakdown
The Commissioner for Planning and Budget, Alhaji Mukhtar Ahmed Morovia, provided further details of the 2025 budget, highlighting sectoral allocations. According to Morovia, Education receives the largest share, accounting for 26% of the total budget, followed by Health at 16%. Public Infrastructure and Agriculture are allocated 13% and 9.5%, respectively.
He noted that the 2025 budget reflects the administration’s strong emphasis on human capital development and agricultural growth. “This is the second budget of His Excellency’s administration, and it underscores his commitment to agriculture. While agriculture received 7% of the budget last year, in 2025, it will receive 9.5% due to its significant impact on the state’s economy,” the Commissioner explained.
Morovia further emphasized the importance of agriculture to the state’s economy, citing that 42% of Kaduna’s GDP is derived from the sector. “With continued investment, we expect agriculture’s contribution to rise even further in the coming years,” he said.
