The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has confirmed receipt of a petition from businessman Aliko Dangote against Farouk Ahmed, Chief Executive Officer of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).
In a statement on Tuesday, ICPC spokesperson John Odey said the petition was submitted earlier in the day through Dangote’s lawyer. “The Independent Corrupt Practices and Other Related Offences Commission (ICPC) confirms that it received a formal petition today, Tuesday, 16th December 2025, from Alhaji Aliko Dangote through his lawyer. The petition is against the CEO of NMDPRA, Alhaji Farouk Ahmed,” the statement read. The commission added that the matter would be subjected to due investigation.
According to reports, the petition, dated December 16 and filed through Dangote’s lawyer, Ogwu Onoja, SAN, accuses Farouk of corruption and misuse of public funds. Dangote claims that the NMDPRA CEO spent over $7 million of public funds on the education of his four children at elite Swiss schools, paying fees upfront for up to six years.
The petition alleges that this expenditure lacks evidence of lawful income sources and constitutes embezzlement, diversion of funds, and abuse of office. Dangote urged the ICPC to investigate the matter thoroughly and prosecute Farouk if found culpable, noting that the allegations are already in the public domain.
The filing escalates an ongoing public dispute between Dangote’s refinery operations and the regulatory authority overseeing Nigeria’s petroleum sector.
