The Nigeria Civil Aviation Authority (NCAA) has directed all international airlines operating in the country to enforce the mandatory currency declaration requirement for inbound passengers carrying over $10,000 or its equivalent.
In a directive dated April 24, 2025, the NCAA emphasized the need to strengthen compliance with financial disclosure laws as part of efforts to curb money laundering and align with international financial regulations.
NCAA spokesperson Michael Achimugu, in a statement issued Tuesday, said the new measure aims to close gaps in enforcement and ensure transparency in cross-border financial flows.
Under the directive, international airlines are required to inform passengers—either inflight or prior to landing—of their legal obligation to declare any cash or negotiable instruments exceeding $10,000. Airlines must also distribute currency declaration forms onboard for passengers to complete before arrival.
Achimugu noted that despite prior communication, some airlines have yet to implement the policy fully. He warned that strict monitoring will follow, and non-compliant carriers will face regulatory sanctions.
“The cooperation of international airlines is essential to Nigeria’s compliance with global financial standards and anti-money laundering frameworks,” the NCAA said.
