Court grants ex-NHIS boss ₦5m bail in alleged N90m fraud case

A Federal Capital Territory High Court in Abuja granted bail on Thursday to Usman Yusuf, the former Executive Secretary of the National Health Insurance Scheme, in the sum of ₦5 million with two sureties.

Justice Chinyere Nwecheonwu, outlining the bail conditions, specified that the two sureties must demonstrate proof of means of livelihood, whether through business or civil service, and provide valid identification. Additionally, their addresses must be verified by either the prosecution or court staff.

“The bail has been set at ₦5 million, with two sureties in like sum each. The sureties must provide evidence of means of livelihood and valid identification, and their addresses must be confirmed by the prosecution or court staff,” Justice Nwecheonwu stated.

While the case was initially set for hearing on April 3, the date was vacated due to the Sallah break. The trial has now been adjourned to May 15, 2025.

Yusuf faces a five-count charge of alleged fraud totaling ₦90,439,178.00. He is accused of using his position for personal gain between 2016 and 2017. The charges include awarding contracts without adhering to proper procurement procedures.

One of the accusations is that Yusuf approved the purchase of a vehicle at an inflated price of ₦49,197,750, far exceeding the ₦30,000,000 allocated budget. He is also alleged to have awarded a ₦10.1 million training contract to a foundation linked to him, with only half of the intended beneficiaries participating. Additionally, Yusuf is accused of awarding a ₦17.5 million media consultancy contract to a company owned by his nephew, bypassing standard procurement guidelines.

Yusuf was arraigned by the EFCC on February 3, 2025, and pleaded not guilty to all five charges.
