On Monday, President Bola Tinubu presided over the swearing-in of newly appointed members of several key federal commissions, including the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), the Federal Character Commission (FCC), and the National Population Commission (NPC).
Additionally, eight former directors in the Federal Civil Service were sworn in as Permanent Secretaries.
This announcement was made in a statement signed by the President’s Special Adviser on Information and Strategy, Bayo Onanuga.
According to the statement, 21 members of the RMAFC, along with one new member each for the FCC and NPC, took their oaths of office at the Council Chamber prior to the Federal Executive Council (FEC) meeting. The President also confirmed that the eight newly appointed Permanent Secretaries, representing eight states, had passed a rigorous selection process that included written and oral exams, as well as an ICT competency test.
Among those appointed as Permanent Secretaries was Dr. Onwusoro Ihemelandu, an optometrist from Abia State, who is also a World Bank-certified procurement expert. Dr. Ihemelandu joined the Federal Civil Service in 1997 as a Senior Optometrist and later transitioned into the procurement cadre. Prior to his appointment, he served as the Director of Procurement in several ministries, including Environment, Labour and Employment, and Interior.
Another appointee, Philip Ebiogeh Ndiomu from Bayelsa State, holds a Bachelor’s and Master’s degree in Animal Science. Ndiomu’s career in the Federal Civil Service began in 1992, and he is credited with spearheading initiatives at the Ministry of Niger Delta Development that empowered over 5,500 women, youths, and vulnerable groups.
Also sworn in were several other accomplished individuals, including:
- Dr. Anuma Nlia, a medical doctor and healthcare administrator from Ebonyi State, who has contributed significantly to Nigeria’s tertiary healthcare sector through policy implementation and hospital upgrades.
- Chinasa Nnam Ogbodo, an accountant from Enugu State, who rose to the position of Director of Finance and Accounts and has held various roles in several ministries, including the Office of the Accountant General of the Federation.
- Dr. Kalba Danjuma Usman, a medical doctor from Gombe State, renowned for pioneering LASER surgery in Nigeria and serving as Chief Consultant Urologist at the State House Medical Centre.
- Dr. Salihu Aminu Usman, from Kebbi State, who transitioned from the Kebbi State Local Government Service to the Federal Civil Service and most recently served as Director of Finance and Accounts at the National Hajj Commission of Nigeria.
- Patience Nwakuso Oyekunle, from Rivers State, who has demonstrated leadership in policy formulation and research within various ministries, including Agriculture, Aviation, and Humanitarian Affairs.
- Engr. Nadungu Gagare, an agricultural engineer from Kaduna State, known for executing impactful agricultural projects and advancing mechanized agriculture.
The newly appointed RMAFC commissioners include:

Ekene Enefe (Anambra State), Prof. Steve Davies Ugbah (Benue State), Ntufam Eyo-Nsa Whiley (Cross River State), Aruviere Egharhevwa (Delta State), Henry Nduka Awuregu (Ebonyi State), Victor Otaigbe Eboigbe (Edo State), Hon. Barr. Omowumi Olubunmi Ogunlola (Ekiti State), Hon. Chief Ozo Obumneme Obodougo (Enugu State), Mohammed Kabeer Usman (Gombe State), Kabir Muhammad Mashi (Katsina State), Hon. Adamu Abdu Fanda (Kano State), Prof. Olusegun Adekunle Wright (Lagos State), Aliyu Almakura Abdulkadir (Nasarawa State), Ibrahim Bako Shettima (Niger State), Akeem Akintayo Amosun (Ogun State), Dr. Nathaniel Adojutelegan (Ondo State), Hon. Sa’ad Ibrahim Bello (Plateau State), ESV. Madu-Aji Juluri (Yobe State), and Bello Rabiu Garba (Zamfara State).
Kayode Oladele was sworn in as a Federal Commissioner of the FCC, while Pastor (Mrs) Iyantan Olukemi Victoria took the oath as a Federal Commissioner of the NPC.
The swearing-in of these dedicated individuals marks a significant step in strengthening key institutions in Nigeria, furthering the government’s commitment to effective governance and inclusive development across the country.
